Definitely suggestive, and I'd be willing to bet that the artist knew it.
In many ways, images like these are the most powerful. They draw on the imagination, the sexiest place of all.
Oh, totally, Craig. and the Pre-Raphs share a lot in common with Golden Age Fairy Story illustrations which also inspired me (and my writing) - sensual, beautiful, delicate, and immensely rich food for the imagination.
